Should Suspects Charged with Violent Crimes be Released on Personal Recognizance Bail

Manchester Mayor Jay Ruias drops into The Morning Update to express his concern over the release of two suspects charged with violent crimes on personal recognizance bail. He is worried that some public servants may not feel the urgency of fixing a failing bail system that affects not only Manchester but also other NH municipalities.
